Cheat Sheet by Gina Latimerlo, Belmont Planning Commissioner, 2022
STEP ONE; CREATE LOG-IN
Create a log-in to access the comprehensive tracking program of your project: https://belm-trk.aspgov.com/eTRAKiT/default.aspx
STEP TWO: CHECK THE GUIDELINES FOR WHAT IS ALLOWED IN BELMONT
There are guidelines for different Tiers (levels) of construction that you’ll want to check here: https://www.belmont.gov/departments/community-development/app-packets-and-forms under the “Planning and Zoning Packets” menu. Scroll down to “Single Family Design Review Related Documents” and check through the Tiers to see which your project fits under.
STEP THREE: APPLY FOR PERMIT, ATTACH PLANS
Apply for your permit with your construction manager. Permits can take up to 30 days to be approved. If not approved, you may submit again with changes (with another 30 day processing time). Different Tiers (levels) of construction require different Permit Applications:
Tier 1: Ground floor additions 399 sq ft or less: https://www.belmont.gov/home/showpublisheddocument/19235/637184812492200000
Tier 2: Large ground floor additions, upper additions, or a combination: https://www.belmont.gov/home/showpublisheddocument/15490/637823289812470000
You must submit your plans at this time, all in ONE PDF document. Access Plan Submittal Information here: https://www.belmont.gov/departments/community-development/permit-center/plan-submittals
You will be contacted by the City of Belmont once your application has been processed. Either you will be approved or asked to resubmit with revisions. Call if you haven’t heard anything after 10 days.
STEP FOUR: POSSIBLE RESUBMISSION OF REVISIONS,
Be aware that plans may need revisions by the architect, contractor, or engineer. Each Revised Plan can take up to 21 days to process once re-submitted to the city. Here are the revision materials: https://www.belmont.gov/home/showdocument?id=19090
STEP FIVE: PERMIT ISSUANCE
You or your contractor can pick up your approved plans by following this process: https://www.belmont.gov/departments/community-development/building-department/pickup-your-approved-plans
STEP SIX: NEIGHBOR OUTREACH and POSSIBLE PLANNING COMMISSION MEETING PRESENTATION
Some projects require outreach to your neighbors to inform them of impending construction.
Some projects require the Planning Commission to approve the project formally. Planning staff will work with you on this. Planning Commission meetings are held on the 1st and 3rd Tuesday of the month.
STEP SIX: CONSTRUCTION AND INSPECTIONS.
Construction time lines dependent on the size of the project. The city has maximum time limits set for a project to be completed by your contractor. Find those here: https://www.belmont.gov/Home/ShowDocument?id=17721
Inspections should be set up with the City Inspectors by your contractor: https://www.belmont.gov/departments/community-development/permit-center/inspections
You may track the Inspectors reports on the tracking system you signed up for in Step One: https://belm-trk.aspgov.com/eTRAKiT/default.aspx
STEP SEVEN: FINAL INSPECTION
Once everything is completed, your contractor should set up a final inspection. Once passed, your project is complete. You may check your project status through the tracking system you signed up for in Step One: https://belm-trk.aspgov.com/eTRAKiT/default.aspx
