Belmont’s Long Term Plans and California State Law

Belmont’s Vision Documents below (GP, BVSP, and HIA) are all affected by California State Law. While these Belmont Vision documents express the long-term planning of the City, as passed by City Council, State Law has significant impact on how building and development actually happens in cities. More than 400 state laws have been passed to regulate how cities manage housing development. These laws supersede any of Belmont’s policies, and so be aware that housing built here will not adhere to the visions outlined in the plans. For more information on State Law and how it interacts with City Standards, you may view the 5:45pm Study Session (joint City Council and Planning Commission meeting) of the October 28, 2025 City Council meeting here: https://belmont-ca.granicus.com/player/clip/1201?view_id=1&redirect=true
